Dr. Lookabaugh went on to explain that this budget was <br />written up for the state, not the county, and it does not show <br />the county matching funds. She asked for nearly $70,000 from the <br />state out of $100,000 that was to be split up six ways. She did <br />not expect to get that amount, but felt we will probably get <br />somewhere between $30,000 and $60,000. What isn't shown are the <br />county's support costs, which include her nursing time, <br />additional clerical time, supplies, etc. Dr. Lookabaugh <br />explained that she did not have time to prepare a separate county <br />budget. <br />Chairman Bird asked Dr. Lookabaugh if she could prepare a <br />more comprehensive budget to present at the budget hearing <br />tonight. <br />Commissioner Lyons informed the Board that when he learned <br />of this situation, he pushed Dr. Lookabaugh into presenting her <br />request to the Board today as the last opportunity before <br />finalizing the budget. It appears she also has other problems in <br />the Health Department (they are overcrowded, undermanned and <br />undersupplied), and we will be called on for other expenditures, <br />possibly this year, but certainly next year. Commissioner Lyons <br />stated that whether or not the state comes through for the full <br />grant requested, he would recommend that we add $30,000 to the <br />Health Department budget. It seems there are a lot of problems <br />that have not come to light. <br />Administrator Wright noted that he has visited—the County <br />health facility and was surprised at the conditions; he felt they <br />have a real need. <br />Discussion ensued re deferring action until tonight's budget <br />meeting, but Commissioner Lyons stated that he would like to have <br />it in the budget to be considered tonight. <br />Commissioner Scurlock commented that former Health Director <br />Dr. Flood did increase some of his fees recently, and Dr. <br />Lookabaugh reported that she does have her fund allocation for <br />the year and she does have a shortfall.
