Poupard,&1" DW:MON <br />Planner I C-2 Z District <br />It is requested that the information presented herein be <br />given formal consideration by the Board of County <br />Commissioners at their regular meeting on September 7, 1983. <br />DESCRIPTION & CONDITIONS <br />This proposed ordinance has been prepared as an addition to <br />Appendix A of the Code of Laws and Ordinances of Indian River <br />County. The existing Zoning Code provides for C-1, Commer- <br />cial, and C -1A, Restricted Commercial, zoning districts. <br />However, it does not provide for a Heavy Commercial District, .. <br />wherein large scale or highly intensive commercial land uses <br />may be located. The proposed ordinance addresses this need. <br />The draft ordinance has been written to complement the <br />existing commercial zoning classifications, rather than as an <br />element of a new zoning code. This is to allow its immediate <br />implementation, as per the direction given to the staff by <br />the Planning and Zoning Commission at their regular meeting <br />on May 26, 1983. <br />ALTERNATIVES & ANALYSIS <br />To determine what uses were suitable for location in a C-2, <br />Heavy Commercial District, the Planning Department considered <br />the following questions: <br />1. Does the use involve outdoor storage as the <br />principal means of storage on site? <br />2. Will the use generate a heavy volume of traffic, <br />especially truck traffic? <br />3. Is the use a particularly intense use of the <br />land? <br />In addition to addressing these considerations, staff re- <br />viewed other jurisdictions' ordinances to determine what uses <br />have historically been allowed in Heavy Commere1-al Zoning <br />Districts. <br />26 <br />
