Pinto <br />Utility Services Direcor <br />SUBJECT: PRIVATE COMMUNITY WATER AND <br />WASTEWATER SYSTEM FRANCHISE <br />APPLICATION FOR PELICAN POINTE <br />UTILITIES, INC. <br />FROM: Joyce S. HamiltonlREFERENCES: <br />Administrative Assistant' <br />Utility Services <br />DESCRIPTION AND CONDITIONS: <br />Pelican Pointe Utilities, Inc., is a private community water/wastewater <br />system dedicated to providing water and wastewater service to the <br />Pelican Pointe condomimium development. Pelican Pointe is located, <br />on the east side of U. S. Highway 1, west of the Indian River, north <br />of 53rd Avenue and south of Tropicana Homesites. - <br />This project will total three hundred thirty (330) units. There will <br />be eighteen (18) single family units, two hundred four (204) cluster <br />units (6 per building), and one hundred eight (108) beach units -(18 <br />per -building). <br />Equivalent residential connection - (ERC) will be two hundred fifty - <br />(250) gallons per day, domestic flow. Building landscaping and <br />golf course irrigation is supplied from a -different well. One <br />condominum unit is equal to one unit/one ERC. <br />ALTERNATIVES AND ANALYSIS: <br />The rate analysis has been examined.and staff finds it adquate to <br />cover operating expenses and it limits the rate of return on the <br />rate base to a maximum of twelve (12) percent. <br />The public hearing.has been properly advertised and the background <br />data has been reviewed as being complete and satisfactory. <br />RECOMMENDATION: -• <br />"Staff recommends the approval of the subject franchise application. <br />Approval of this franchise however should not be construed as a <br />permit to construct. All plans and specifications must be submitted <br />to the Utilities Department for approval prior to a permit to con- <br />struct being issued. <br />Commissioner Scurlock questioned if the 6% fee would be <br />handled separately and Utilities Director Pinto stated that <br />it is staff's view that if we change the franchise fee, it <br />should be changed unilaterally for all franchises and <br />handled in a separate ordinance. <br />65 <br />
