Wednesday, September 7, 1983 <br />The Board of County Commissioners of Indian River <br />County, Florida, met in Special Session at the County <br />Commission Chambers, 1840 25th Street, Vero Beach, Florida, <br />on Wednesday, September 7, 1983, at 7:00 o'clock P.M. <br />Present were Richard N. Bird, Chairman; Don C. Scurlock, <br />Jr.,.Vice Chairman; Margaret C. Bowman; Patrick B. Lyons; <br />and William C. Wodtke, Jr. Also present were Michael J. <br />Wright, County Administrator; Gary Brandenburg, Attorney to <br />the Board of County Commissioners;. Jeffrey K. Barton, OMB <br />Director; and Virginia Hargreaves, Deputy Clerk. <br />The Chairman called the meeting to order. <br />Commissioner Scurlock led the Pledge of Allegiance to <br />the Flag. <br />The Chairman explained that tonight's meeting is held <br />to afford the Commission an opportunity to review with the <br />public the Tentative Budget which has been developed through <br />long and arduous workshop sessions. He then explained the <br />procedures to be followed. Chairman Bird explained that ad <br />valorem taxes are only a portion of the total amount of the <br />dollars the County generates to run the various funds and <br />provide services; we also.get state revenue sharing, federal <br />revenue sharing, etc. In many cases, those sources have <br />been cut back this year, and, therefore, the balance needed <br />must be made up in the County. The Chairman emphasized that <br />the County Commission has no control over the School Board <br />and their millage, the Hospital District, etc. The <br />Commission also has nothing to do with the property assess- <br />ments; these can be appealed to the Property Appraisal <br />Adjustment Board. <br />OMB Director Barton reported that the Notice of <br />
