M M M <br />Commissioner Scurlock.had questions re the procedure <br />for disposal of County property, and Attorney Brandenburg <br />stated that if the property is valued at less than $1,500, <br />the Commission may negotiate directly with abutting property <br />owners; otherwise, it should go out to bid. It is allowed <br />however, to negotiate with a not-for=profit corporation that <br />wants the property for a community purpose. <br />Community Services Director Thomas informed the Board <br />that official action was taken in 1977 by the County <br />Commission authorizing disposal of miscellaneous surplus <br />property including the subject lots. <br />Reverend Jackson informed the Board that their church <br />was built around 1925; it is a wooden frame building; and <br />they need a new building very badly; The lots in question, <br />#58 and #59, they have used through the years as parking <br />area. When it rains, these lots are submerged, and they <br />would have to be built up above the street level. Rev- <br />erend Jackson <br />everend-Jackson continued that they have a vision to rebuild a <br />church on the property and include recreation rooms and <br />classrooms. They only have one lot and could not build on <br />it with the present day Code. The church is incorporated. ' <br />Mr. Thomas reported that these are about 40' lots, and <br />they are not buildable individually. <br />Commissioner Bowman stated that she has inspected this <br />site; these lots, indeed, are very low, and there will have <br />to be a lot of fill as well as swales for drainage. <br />Commissioner Scurlock asked if the church could at <br />least pay something for the lots, and Reverend Jackson <br />stated they would certainly try, but it would have to be a <br />very meager sum. <br />Commissioner Scurlock noted that there are a number of <br />churches and civic organizations in our county, and if we <br />complied with every request for property, he believed we <br />would run out quickly.
