RESOLUTION NO. 83-75. <br />WHEREAS, JOE S. EARMAN was born on July 15, 1901 in <br />Jacksonville, Florida, into the third generation of a Florida family <br />whose name has been synonymous with civic duty and service to the <br />public all along the eastern coast of the State of Florida; and <br />WHEREAS, JOE EARMAN first established himself in Indian River <br />County in the late 1920's as a farmer and citrus man, following a <br />distinguished youth and college career at Cornell University, which <br />included service to his country as a member of the 1920 Olympic Team; <br />and <br />WHEREAS, during the Great Depression MR. EARMAN led the <br />County's financial community and investors through the.despair of bank <br />liquidations, thereafter leading an economic recovery by the <br />establishment of a new bank in Vero Beach known as the Indian River <br />Citrus Bank, now known as First Bankers of Indian River County; and <br />WHEREAS, during World War II, MR. EARMAN served as director <br />of war bond sales in the State of Florida, raising more than $5,000,000 <br />in support of his country's war effort; and <br />WHEREAS, JOE EARMAN served as the first chairman of what was <br />to become the South Florida Water Conservation District and helped <br />establish the Wildlife and Water Fowl District under the U.S. <br />Department of Interior in Palm Beach County, now one of the largest of <br />its kind in the country; and <br />WHEREAS, MR. EARMAN highlighted his civic career with twenty <br />years of service as a Commissioner for the Florida Inland Navigation <br />District, spearheading the establishment of the Pelican Island Wildlife <br />Refuge area in Indian River County and establishing its first highrise <br />bridge, at Wabasso; and <br />WHEREAS, JOE S. EARMAN demonstrated an unending love and <br />commitment to the State of Florida, its natural beauty, its wildlife, <br />and its people; and <br />WHEREAS, MR. EARMAN died on August 30, 1983 at 'Indian River <br />Memorial Hospital, at the age of 82, leaving a legacy of outstanding <br />service and accomplishments which shall live on for the benefit of all <br />those who choose to visit or reside in the communities he touched. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that it be spread upon <br />the minutes and records of this Commission and.Indian River County that <br />JOB S. EARMAN be forever remembered for his outstanding contributions <br />and service to his country, the State of Florida and the County of <br />Indian River; and that heartfelt appreciation, solace and gratitude be <br />extended on behalf of the citizens of Indian River County to the family <br />and loved cines of the Tate MR. EARMAN. <br />In honor and in tribute to JOE S.
