Robert Keating, Planning & Zoning Manager, presented <br />the reasons for staff's recommendation to deny: <br />1) To discourage strip commercial along U.S. #1. <br />2) increased traffic. <br />3) The Planning & Zoning Commission has recommended <br />denial. <br />Chairman Bird opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Mrs. Carolyn Eggert, Chairman of the Planning & Zoning <br />Commission, agreed that Vista Properties would do a <br />marvelous job in designing a shopping area that would <br />preserve the gardens area. However, she felt that the <br />commercial area would be most effective on the corner where <br />the bank is located and that it would be more in keeping <br />with the neighborhood node concept. She was not opposed to <br />commercial along that strip at all -- it was just a matter <br />of where it would be most effective. <br />Robert Keating explained that Vista has filed a third <br />request for a neighborhood commercial node, but that request <br />was not on the agenda today. The staff has been in the <br />process of developing procedures for neighborhood commercial <br />nodes. While there are general guidelines as to what a <br />neighborhood commercial node entails in the Comprehensive <br />Plan itself, there aren't specific procedures of how one <br />goes about having one designated. They have had two <br />workshops on this and are progressing, but it has been a <br />very difficult concept to resolve. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, the <br />Board unanimously closed the Public Hearing. <br />59 <br />SEP 2119,83 $oux 544 TACE 667 <br />J <br />
