RESOLUTION NO. 2009- tst <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, ADOPTING THE FLORIDA STATE <br />ASSOCIATION OF SUPERVISORS OF <br />ELECTIONS (FSASE) "POSITION PAPER" TO <br />DELAY THE REQUIREMENT TO PURCHASE THE <br />STATE CERTIFIED AUTOMARK VOTING <br />SYSTEM UNTIL 2016. <br />WHEREAS, in 2007, the Florida Legislature voted to make Florida a "Paper <br />Ballot' state; and <br />WHEREAS, this required all counties to purchase and deploy an ADA optical <br />scan (paper) system, of which there is currently only one state certified system which <br />meets this requirement — the AutoMark; and <br />WHEREAS, in accordance with state and federal mandates, Indian River County <br />purchased a touch screen voting system in 2002 for $2 million of which $250,000 was <br />reimbursed by the state; and only touch screen equipment met the requirements for <br />ADA voting at that time; and in 2007, Indian River County spent another $300,000 to <br />support the optical scan "paper" equipment purchased for us by the state; and now we <br />are asked to purchase a new "paper-based" ADA system for voters with disabilities and <br />it is expected to cost $35 million statewide to make this change, which does not include <br />the debt that many counties still owe on the touch screen equipment; and <br />
