OCT <br />5 1993 <br />K 4 <br />PnE .43 <br />beginning with the new year, <br />they have a 6% franchise <br />fee be <br />required as discussed during the budget workshops. <br />Vice Chairman Scurlock opened the Public Hearing and <br />asked if anyone wished to be heard on this matter. <br />Bill Lewis, representing Don Smith's Paint Store, felt <br />the rate increase was too much because the quality of the <br />water and the sewer plant is poor, and asked if a rate <br />increase would assure quality water. He stated that in the <br />past they have had to call the County Health Department <br />about the water. <br />Vice Chairman Scurlock explained that the County has a <br />monitoring and evaluating program for water systems in the <br />County, and if the system needs to be upgraded, the County <br />makes the recommendation. <br />Mrs. Hamilton stated that the plant has been inspected <br />by their franchise engineer and she was not aware of the <br />plant not meeting requirements. <br />Mr. Lewis wondered why the Utility Department did not <br />have the results of the inspection which was done by the <br />Public Health Department during the last two weeks. <br />Administrator Wright advised _that the County Health <br />Department does not come under Utility Services. <br />Vice Chairman Scurlock asked Mr. Lewis if there had <br />been a negative report on the system and Mr. Lewis replied <br />that they were not told of the results of the inspection. <br />Administrator Wright stated that the matter will be <br />checked out. <br />ON MOTION by Commissioner Bowman, <br />SECONDED by Commissioner Lyons, the <br />Board unanimously closed the Public <br />Hearing. <br />15 <br />
