0 CT 5 1983 5,4 roc€ <br />2b) To explore other alternatives, the Public Works Division wrote <br />to FPL and the City of Vero Beach to pose the question of possible <br />alternative methods whereby the residents of small areas could <br />receive street light service without administration by the County. <br />It appears that the only way this could be accon plished would <br />require the requester to pay 100% of the cost of installation <br />up front. The City recomriends that all unincorporated areas of <br />the County, located within the City service area, be grouped into <br />one street light district. <br />2c) Deny the request. <br />3) Lundburg Road at Kings Highway <br />3a) Abandon an existing street light on State Route 60 and Ranch Road <br />and install a new light at Lundburg Road and Kings Highway. <br />3b) Install a new light at Kings Highway and Lundburg Road. <br />3c) Deny the request for a street light at this location. <br />RECaNr,UMATIONS <br />Staff recommends the following: <br />1) Vero Highlands <br />Approve alternative #la whereby staff is authorized to begin the necessary <br />work to create an NISTU Special Street Light District for.the Vero Highlands <br />area. An implementing ordinance would be adopted prior to Jan. 1, 1984. <br />Actual street light service would begin October 1, 1984. The first <br />operating budget would6tdeveloped during the next budget process. <br />2) Approve antlernative # 2c whereby the County would deny the request <br />to establish an MSTU Special Street Light District for 79th Avenue <br />and 80th Avenue north of SR60. <br />This is recommended due to the -large amount of time that is expended <br />to set up such a district for such a small area. <br />3) Approve alternative # 3c whereby the County would not install a new <br />light at Kings Highway and Lundburg Road. The cost of this service <br />would be approximately $100 per year. It is felt that many intersections <br />may warrant street lighting and that staff be instructed to establish <br />a Street Light Evaluation Criteria Form for such requests. Staff recommends <br />that street lighting be assessed to benefited areas as much as possible. <br />It was decided that each item would be discussed <br />separately. <br />Vero Highlands <br />ON MOTION by Commissioner Lyons, <br />SECONDED -by Commissioner Bowman, the Board <br />unanimously approved staff recommendation of <br />Alternate 1A authorizing staff to begin the <br />necessary work to create a Special Street <br />Lighting District for the Vero Highlands area. <br />27 <br />
