Mr. George R. Kulczycki, Operations Manager of Vero <br />Beach Highlands, asked if there was a possibility of getting <br />started before October 1, 1984 and Attorney Brandenburg that <br />these would be special assessments. through a Municipal <br />Service Taxing Unit, not an ad valorem tax levy. <br />The Board pointed out a few items to consider in <br />setting up a MSTU and advised Mr. Kulczycki to go up to <br />Gifford to get an idea of light spacing, line, size, light <br />size, etc. It was noted that the Gifford MSTU is assessing <br />$15.00 per parcel acre this year. <br />OMB Director Barton advised that another expense to <br />consider is that if there is no existing pole system, then a <br />pole would have to be erected for each light. <br />Mr. Kulczycki asked what the next step would be in <br />regard to setting up a meeting with Florida Power & Light <br />and Administrator Wright stated that the County would <br />coordinate it through Director Davis. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion carried unanimously. <br />Policy re StreetLighting Petitions for Short Streets <br />Commissioner Lyons wanted to talk a little about <br />policy. He did not believe people should be denied the <br />opportunity to have street lights if they are willing to pay <br />for them, but felt rather than have a multitude of very <br />small street lighting districts, consideration should be <br />given to setting up one very large district to include these <br />small pockets. He suggested that a rate be set that is high <br />enough to take care of these odds and ends and that the <br />power companies advise us in re to a minimum size. <br />OMB Director Barton anticipated several problems in <br />that procedure: street light poles, legal descriptions on <br />NKI <br />OCT 5 1983 aw all FAu Kl) <br />
