GENERAL DEVELOPMENT UTILITIES WATER AGREEMENT <br />The Board reviewed the following memo dated 9/26/83: <br />TO: The Honorable Members of DATE: September 26, 1983 FILE: <br />the Board of County Commissioners <br />THROUGH: Michael Wright <br />County Administrator SUBJECT: GENERAL DEVELOPMENT UTILITIES <br />WATER AGREEMENT <br />FROM: Terrance G. Pinto REFERENCES: Water Agreement between <br />Utility Services Director General Development Utilities <br />and Indian River County <br />DESCRIPTION AND CONDITIONS: <br />General Development Utilities, Inc., in making an application for a <br />rate increase, made it known that their intentions were to build a <br />new water treatment plant. This plant is apparently required by <br />other regulatory agencies 'to insure the water meets present Safe <br />Water Drinking Act requirements. <br />It became apparent to staff that if GDU was permitted to build <br />this new water plant, it would drastically increase the rates of <br />their existing customers. <br />Staff believes that if GDU purchases water from the County, it would <br />be a much more cost effective method for supplying the Vero. Highlands <br />and Vero Shores area with water. <br />The proposed agreement addresses all of the concerns that the County <br />would have in protecting the interests of all other utility customers. <br />ALTERNATIVES AND ANALYSES: <br />To not service this area with County water and to allow GDU to provide <br />their customers with water by meeting whatever requirements are im- <br />posed upon them by other regulatory agencies or to allow the County <br />to provide water charging appropriate rates and impact fees. <br />RECOMMENDATION: <br />Staff recommends the County supply water to GDU.under terms of the <br />attached agreement which we feel would be in the best interests of <br />the residents within the GDU area and other County utility customers. <br />Attorney- Brandenburg explained that there are two <br />separate Public Hearings scheduled today: Item 15-A, General <br />Development Utility $4,020,000 Variable Rate Demand Utility <br />Revenue Bonds, which was postponed from the 9/21/83 meeting; <br />and Item 15-C, General Development Utilities Amendments to <br />Franchise. However, he recommended that Item 15B, General <br />Development Utilities Water Agreement, be discussed first as <br />its outcome would directly affect the other two items.
