OCT 5 1983 ib 54 enc P77 <br />Vice Chairman Scurlock noted that there was <br />considerable discussion on this same issue at the last <br />S.A.C.C. meeting and it was agreed that this is something <br />that is long overdue and that the counties should address it <br />with the developers and construction people before the State <br />steps in with more controls. He also felt that we must find <br />a way to provide for the challenges of -a new community, or <br />we are not going to develop. <br />t <br />Commissioner Lyons suggested addressing this either <br />through the Public Safety Committee or by setting up a <br />second Ad Hoc Committee. He noted that as the Administrator <br />pointed out we should have some real technical expertise <br />involved in order to come up with something that is going to <br />be defendable in court. <br />Attorney Brandenburg advised that no one in Florida has <br />yet adopted such impact fees, except for Palm Beach County <br />which is awaiting a court decision on a roads and parks <br />impact fee. What Commissioner Lyons is talking about is one <br />step more sophisticated than anyone else has done so far. <br />Vice Chairman Scurlock felt that Commissioner Lyons has <br />highlighted the need of what has to be done. <br />42 <br />M <br />
