project, with the understanding that any <br />permitting necessary will be handled by Harbor <br />Branch; with the hope that this project may <br />result in better fishing in Indian River County. <br />Under discussion, Mr. Thomas stated that the dredging <br />of the channel might take a half day and that the land was <br />partly owned by the County and partly by the Mosquito <br />Control District. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion carried unanimously. <br />DISCUSSION OF IMPACT OF NEW POPULATION ON JAIL, COURTROOM <br />AND SHERIFF'S REQUIREMENTS <br />Commissioner Lyons requested this discussion be added <br />to today's agenda just as a matter of information and <br />distributed copies of a rough preliminary draft listing the <br />impact costs which could be expected to be generated by the <br />anticipated population growth in the county on jail require- <br />ments, courtroom requirements, and the Sheriff's future <br />requirements. <br />'Commissioner Lyons explained in detail a formula based <br />on the space needed for the various facilities and assuming <br />an average of 2.5 persons per dwelling which would result in <br />an impact <br />fee <br />of $132 on <br />each <br />new dwelling to <br />finance <br />court <br />needs and <br />$184 <br />for future <br />jail <br />requirements. <br />This fee <br />would <br />be collected before a certificate of occupancy could be <br />issued on any dwelling. It,was Commissioner Lyons' <br />suggestion that we do further study to refine these figures <br />and come up with an ordinance to authorize the collection of <br />impact fees to finance these various costs at the time of <br />issuing a certificate of occupancy. <br />41 <br />OCT <br />5 X983 spox W 876 <br />
