OCT 5 1993 <br />that General Development is willing to reduce the salaries <br />of some of their vice presidents in order to keep the costs <br />down, and she did not feel the the cost increase was <br />necessary. <br />Mr. W. F. Shirley, 409 SE 21st St., Vero Shores, member <br />of the homeowners association, stated that a representative <br />of General Development attended their meeting two years ago <br />and assured them that they had adequate facilities to <br />provide water and sewer. He lulled them into complacency <br />for 1-1/2 years during which time they could have been <br />investigating this matter. Commissioner Wodtke had <br />suggested they meet with Utilities Director Terry Pinto, who <br />advised that the plant would have to be replaced because of <br />the new requirements on sodium. Mr. Shirley asked him who <br />makes these decisions, and Mr. Pinto had given very evasive <br />answers, i.e., "they", "Tallahassee". It was hard for them <br />to get basic information as to what is happening to them. <br />He also objected to financing General Development's <br />improvements through Indian River County issuing industrial <br />revenue bonds. ` <br />Attorney Brandenburg explained that when the County <br />issues industrial revenue bonds, it does not incur any <br />expense to the residents of the County. It just allows a <br />company to obtain lower interest loans from a financial <br />institution. <br />Mr. Allen Reynolds, resident of Vero Shores, had two <br />points: 1) As a general contractor who has been in <br />construction most of his life, he objected to paying for <br />what the developer promised and now cannot provide. At the <br />homeowners' association meeting two years ago, General <br />Development had stated they had capacity to serve and now <br />they don't. 2) He felt that this matter should be <br />considered only when all five commissioners are present. <br />Mr. Dick Barton, past President of the Vero. Shores <br />Homeowners' Association, stated that the present water <br />system is supplemented by a gas -run generator in the event <br />
