M <br />He did point out, however, that the primary advantage to <br />having everything done at one time is that it is, of course, <br />more economical and also there is the disadvantage of having <br />an absentee administration. <br />Commissioner Lyons thanked him for his cooperative <br />attitude. He noted that possibly if we don't use the space <br />in the Courthouse Annex for the fourth courtroom, it might <br />be feasible to expand the Sheriff's office into that area <br />and bring his people together. <br />Vice Chairman Scurlock agreed that we want to <br />consolidate the Sheriff's Department. <br />Sheriff Dobeck commented that another point is that he <br />does not want to get into a posture where we have to utilize <br />this facility as a minimum security facility - he did not <br />want to keep two jails. <br />Vice Chairman Scurlock inquired about having some <br />portable structures on the same site as the jail, and <br />Sheriff Dobeck felt this would be defeating our purpose <br />since we are trying to design a jail that can be minimally <br />staffed and having people in other buildings would require <br />additional staff. <br />Commissioner Lyons pointed out that the capital cost of <br />the jail is only 15-20% of the total - the main cost is in <br />the people to operate it, and we must make a balance between <br />spending capital and needing more personnel. <br />Mr. Dorsey asked if there is a way we could phase the <br />Sheriff's facility. <br />Commissioner Lyons believed it is possible, but noted <br />that we must have information that is good enough to use on <br />a bond issue by sometime in December, and there is a limit <br />to how much can be done in that time.
