0 CT <br />5 1983 <br />54 <br />905 <br />to cause <br />confusion and people would have the tendency to <br />vote No. Mr. Scurlock believed it will be difficult to <br />present a package that the public will be comfortable with <br />under any circumstances when it will mean 1/2 mill on their <br />tax bills for 10 years, but stressed that the public must be <br />made to realize that we are skating on very thin ice right <br />now and shortly will be faced with releasing hardened felons <br />on the streets due to lack of space. <br />Commissioner Lyons believed that the Corrections <br />Facility would be under 8 million and felt that if we don't <br />move ahead to formulate a viable plan, we really are not <br />doing our job. <br />The question then arose as to what vehicle we will use <br />ten years down the road to fund the balance of the complex, <br />and Commissioner Lyons commented that he had presented his <br />feelings this morning in regard to requiring impact fees. <br />Vice Chairman Scurlock pointed out that the type of <br />impact fee Commissioner Lyons is talking about has never <br />been done before, and he believed just to go through all the <br />steps necessary to support it in a court of law would <br />involve years. <br />Attorney Brandenburg confirmed that an attorney in Palm <br />Beach spent quite a few years on trying to develop road <br />impact fees, and even now any money that is being collected <br />for such fees still is being placed in escrow. <br />Commissioner Lyons stressed that whether we like it or <br />not, we must realize this is a situation the county has to <br />face, and we must find a way to finance it. <br />Sheriff Dobeck stated that although he had anticipated <br />getting more for our dollars, he realized the cost figures <br />will necessarily vary. He assured the Board that the <br />Sheriff's office will live anywhere the Commission puts them <br />and that they have no problem with the Commission voting <br />some type of reduction in the entire complex at this time. <br />70 <br />
