(2) Staff usually looks at two criteria when looking <br />at proposed amendments - first, is there any change in the <br />conditions in the area from when the Comprehensive Plan was <br />adopted, and second, is the property so small that it <br />couldn't have been considered separately when the Commission <br />was making its decision.
