His request is to <br />redesignate approximately .37 acre located on the east side of <br />27th Avenue and the south side of 14th Street, S.W. from LD -2, <br />Low -Density Residential, to Commercial. <br />The owner proposes to maintain the property as a site for mobile <br />home and used car sales. The property is currently zoned C-1. <br />On August 25, 1983, the Planning and Zoning Commission voted 4-0 <br />to deny the applicant's request. The Board based their decision <br />upon the facts that redesignating this land commercial would <br />constitute spot zoning, that the parcel does not fit into the <br />commercial node concept as outlined in the plan, and that <br />redesignating this parcel commercial would encourage strip <br />commercial development along 27th Avenue. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on schools <br />or environmental quality. <br />Existing Land Use Pattern <br />The subject property is currently being used for storage of <br />mobile homes and trailers. The property immediately to the <br />sfluth contains a mobile home with a power substation south of <br />the mobile home. The area east of the subject property is <br />developed in single-family residences. North of the site is a <br />single-family subdivision with a contractor's model home facing <br />the subject property.- The land west of 27th Avenue is devoted <br />to single-family housing and pasture land. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as LD -2, <br />Low -Density Residential (maximum of 6 units/acre). All of the <br />property surrounding this site is also designated as LD -2 except <br />for the property west of 27th Avenue which is in an LD -1, <br />Low -Density Residential (maximum of 3 units/acre) area.
