designated on the Land Use map). There is an MXD area 1/4 mile <br />north and 1/4 mile west of this site which runs westward along <br />Oslo Road. Commercial land uses could be accommodated in this <br />MXD area. However, redesignating the subject property as <br />Commercial would contribute to spot zoning of this site. <br />Transportation System <br />This property has direct access to 27th Avenue (classified as a <br />Primary Collector on the Thoroughfare Plan). Utilizing the <br />maximum density allowed under a plan amendment and current <br />zoning, the development of the property would generate 416 <br />average daily trips (ADT) with 62 trips in the peak hour. Under <br />the current land use designation, LD -2, the subject property <br />would generate 73 ADT with 7 trips in the peak hour. Currently, <br />27th Avenue carries 3,100 ADT with a capacity of 10,000 ADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. There do not appear to be any significant environ- <br />mental problems involved in developing this property. <br />Utilities <br />The subject property is -not currently served by County water nor <br />wastewater facilities. <br />RECOMMEENDATION <br />Based on the above analysis, including the existing land use <br />pattern, the fact that redesignating the subject property <br />commercial would result in spot zoning, and the Planning and <br />Zoning Commission's recommendation, staff recommends that the <br />Board of County Commissioners deny the applicant's request. <br />Peter Sabonjohn came before the Board and reported that <br />he bought this property on a limited partnership in 1973 and <br />took full ownership in 1975. He claimed that he is the <br />oldest commercial retail sales dealer in that area and <br />informed the Board that Coffey Construction is across the <br />street from him; Blaze Electric is on the other corner; <br />Florida Power & Light is in the area; Marie Simmons has some <br />trucks on her.commercial piece; and there is Agricultural <br />across the street. Mr. Sabonjohn continued that since 1976 <br />the state has issued him a mobile home dealer's license, a <br />used car license, a recreational vehicle license, and the <br />town gave him a retail sales license. He stated that he has <br />had his construction company located on this site since <br />1973, and he had plans drawn up just recently to put in a <br />building when all of a sudden, he finds that he can't do it. <br />39 ma <br />:OCT 12 1983lb .55 <br />
