CCT 12 1993 <br />Roads/Traffic <br />04, <br />This property has direct access to State Route 60 and Kings <br />Highway (classified as arterial streets on the Thoroughfare <br />Plan). The proposed project, consisting of a community shopping <br />center and free standing bank, will generate 13,700 average `' <br />daily trips (ADT) with 2,055 in the peak hour. The additional <br />traffic generated by this project has been assigned equally to <br />the two arterial streets adjacent to it. This would result in <br />S.R. 60 adding 6,850 ADT to its existing 11,400 ADT for a total <br />of 18,250 (capacity is 24,000 ADT). Kings Highway would also <br />receive 6,850 ADT above its present 4,100 ADT for a total of <br />10,950 (capacity is 12,000 ADT). This additional traffic will <br />require deceleration and left turn lanes along both streets and <br />may require a left turn signal at the S.R. 60 and Kings Highway <br />intersection. Access should be located as far from the <br />intersection as possible with primary access on Kings Highway <br />-desirable. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it located in a flood prone area. <br />Utilities <br />The subject property is not presently served by County water nor <br />wastewater facilities, but there are plans to extend water <br />to this area in the near future. The provision of adequate <br />water and wastewater facilities shall be required prior to site <br />plan approval. <br />RECOMMENDATION <br />Based upon the above analysis, including the fact that the <br />subject property is in a designated commercial node, and the <br />Planning and Zoning Commission's recommendation, staff <br />recommends approval. <br />ATTACHMENTS <br />1) Application <br />2) Location Map <br />3) Planning and Zoning Minutes of August 25, 1983 <br />Attorney Michael O:Haire, acting as agent for the Beach <br />Bank, emphasized that this piece of property was included in <br />a Commercial node from the beginning of the Master Plan and <br />that it -has the approval of staff and comes with the unani- <br />mous recommendation of the Planning & Zoning Commission. <br />Planner Shearer showed slides of the site and confirmed <br />that it is located right at the node at the corner of Kings. <br />Highway and SR 60._ <br />Commissioner Bowman asked if this property eventually <br />will go on a public water system, and Administrator Wright <br />anticipated that a water line should pass right in front of <br />it. Commissioner Bowman expressed concern about subdivi- <br />sions in this vicinity which have had terrible drainage <br />problems. <br />4 <br />
