Environment <br />The subject property is not designated as environmentally <br />sensitive. There do not appear to be any significant <br />environmental problems involved in developing this property. <br />Utilities <br />The subject property is served by county water facilities but <br />not by wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the existing and future <br />land use patterns of the area, the commercial land use policies <br />and performance standards of the Comprehensive Plan, the need <br />for the subject property to provide a buffer between <br />residential and commercial uses, and the Planning and Zoning <br />- Commission's recommendation, staff recommends approval of the <br />Comprehensive Plan Amendment. Based on the Comprehensive Plan <br />Amendment approval recommendation, and the Planning and Zoning <br />Commission's recommendation, staff recommends that the subject <br />property be rezoned to C-lA, Restricted Commercial District. <br />Planner Shearer displayed slides of the subject <br />property and surrounding area. <br />Betty Reeves, local realtor for 13 years, came before <br />the Board in regard to her request to amend the Comprehen- <br />sive Plan and rezone simultaneously. She confirmed that she <br />wants to construct a professional building to house her real <br />estate office and presented her architect John Dean. <br />Mr. Dean summarized the project, noting that the <br />property is approximately 600' east.of the corner of U.S.l <br />and 17th St. and consists of 1/4 acre. Directly behind the <br />property is residential; directly to the east is open wooded- <br />area; <br />oodedarea; directly to the north are multi -family apartments; and <br />Steve Barnett.Car Dealership is adjacent. The request is to <br />take their corner piece of R-2, which is right next to C-1 <br />and rezone it to C-lA. Mr. Dean wished to show the Board a <br />design of how the land would be used, but it was pointed out <br />that that is a site plan consideration, and the Commission <br />did not wish to see it at this time. <br />Mr. Dean noted the building can be at maximum 3000 sq. <br />ft. with limited uses and handed out the following analysis: <br />47 <br />OCT 121993 `` ocx 55 PA;;L 47 <br />
