OCT 121983 AK M ma 48 <br />Reeves Application <br />to Amend the Comprehensive Plan <br />on .24 Acres from MD-?_ to Commercial, <br />and to Re -zone from R-2 to C -1A <br />Brief analysis summary of request compatibility with Indian <br />River County'Comprehensive Plan: - <br />1. Indian River County Planning and Zoning Commission did <br />vote in support of this amendment to the land use element <br />of the Comprehensive Plan and rezoning of said property. <br />In so voting they voiced their opinion that the intent <br />of this amendment and rezoning is in accord with the <br />Indian River County Comprehensive Plan. <br />2. At the Indian River County Planning and Zoning Commission <br />the county zoning and planning manager, Mr. Keating, and <br />the principal planner Mr. Shearer share the view that this <br />property is one of the small isolated.land parcels which <br />would have been zoned commercial with the Comprehensive <br />Plan, had it been studied thoroughly at that time. <br />3. The following quotes are from the Indian River County <br />Comprehensive Plan and enforce the compatibility of the <br />rezoning request with the comprehensive plan. <br />a. page 26 Medium Density Residential Districts <br />"Design Considerations. The Zoning Code shall <br />incorporate performance standards fort ... buffering <br />living units and outdoor recreation areas from <br />commercial uses, industrial activities, utility <br />plants, and.principal streets near the site." <br />b. page 16 Land Use Objectives <br />V2 Incompatible land uses should be separated <br />from one another. Where they do abut, appropriate <br />physical or natural buffers will be established.". <br />c. page 39 Performance Standards for Commercial Uses <br />"Highway -oriented commercial and relationship to <br />residentail uses: physically separated or well- <br />buffered from residential neighborhoods." <br />"Offices and relationship to. residential uses: <br />small complexes with low-rise building and good <br />landscaping can serve as a buffer between resi- <br />dential and commercial uses." <br />"Offices and relationship to other commercial <br />uses: Serve as a buffer between residential and <br />commercial uses." <br />Conclusion <br />This request is for a single lot, in a unique position and should <br />be considered as such. <br />Intent of request is compatible with comprehensive plan. <br />Intent of this request will act as a buffer which is needed <br />between highway commercial and residential in this area. <br />Intent- of this request will not impact area in any negative <br />way and in fact will enhance the beauty and safety of the area. <br />Intent of this request is in accord with all adjacent zoning. <br />Indian River County Planning Staff, after thorough analysis, <br />has continued to support and approve this amendment and rezoning <br />request. <br />The Indian River County Planning and Zoning Commission,.after <br />conducting a public hearing on this matter, and having heard <br />p testimony on this matter has given this request their <br />as 1.- <br />
