� r � <br />Mr. Dean continued to review the analysis in detail, <br />emphasizing that C -1A is a less intensive use and that they <br />are concerned about the neighbors, but do not believe they <br />are creating a drainage problem since they will contain all <br />their water. Regarding utilities, they will have County <br />water and will put in their own septic tank - the building <br />does not require more than a two bedroom house would. Mr. <br />Dean stressed that they are talking about a single lot in <br />the entire stretch along 17th Street. <br />i <br />Planner Shearer agreed that we do not want to see 17th <br />Street strip zoned, but this is a small lot and the maximum <br />development could be a duplex, which staff did not feel was <br />appropriate nor an adequate buffer. C-lA is more restric- <br />tive than C-1; Albertson's is going in across the street, <br />and under the new State laws, Mr. Shearer was not sure you <br />could put a duplex on this lot and have it served by a <br />septic tank. Staff and the Planning & Zoning Commission, <br />therefore, recommend approval of the requested changes. <br />The Chairman asked if anyone wished to be heard. <br />Mrs. Charles Engle, of 645 16th Place, stated that she <br />lives back of where this rezoning is proposed. She stated <br />that seven years ago the Zoning Department had assured her <br />that there were no plans for zoning changes in this area; <br />right now they have a beautiful buffer of trees, but if this <br />is passed, they will see a building. Mrs. Engle informed <br />the Board that there are eight property owners in this <br />vicinity who oppose the change. <br />Considerable discussion ensued as to the location of <br />the Engle property, and it was determined that it is <br />directly behind the Audi dealer's parking space. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />closed the public hearing. <br />49 <br />. `OCT 121983 <br />
