Keats g, K XP <br />Planning & Zoning Manager <br />COUNTY INITIATED REQUEST <br />TO AMEND THE COMPREHEN- <br />SIVE PLAN ON 118 ACRES <br />FROM LD -2, LOW-DENSITY <br />RESIDENTIAL 2, TO LD -1, <br />LOW-DENSITY RESIDENTIAL <br />1 <br />FROM Ri hard Shearer, AICP REFERENCES: 118 Acres Co. <br />Principal Planner CLARE <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />special meeting of October 12, 1983. <br />DESCRIPTION & CONDITIONS <br />The County has initiated a request to amend the Land Use Element <br />of the Comprehensive Plan. This request is to redesignate <br />approximately 118 acres within several parcels, all of which are <br />County enclaves within the Town of Indian River Shores from <br />LD -2, Low -Density Residential 2 (maximum of 6 units/acre), to <br />LD -1, Low -Density Residential 1 (maximum of 3 units/acre). <br />The purpose of this request for redesignation is to establish a <br />land use designation for these County enclaves which is <br />consistent with the land use designation and zoning of the land <br />in the Town of Indian River Shores which surrounds these <br />enclaves. <br />On September 8, 1983, the Planning and Zoning Commission voted <br />5-0 to recommend that the County enclaves within the Town of <br />Indian River Shores which are west of a line 400 feet west of <br />State Road A -1-A be redesignated from LD -2 to LD -1. Included <br />with this was a recommendation that the County enclaves which <br />are east of a line 400 feet west of State Road A -1-A retain <br />their LD -2 land use designation. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the existing land use pattern <br />will be presented as well as a discussion of the future land use <br />as established in the Land Use Element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern <br />The County enclaves within the Town of Indian River Shores are <br />primarily vacant, devoted to groves or single-family residences. <br />The enclaves have been divided into two types: the beach and <br />duneland enclaves near- the ocean and the river enclaves near the <br />Indian River. <br />The beach and duneland enclaves are.composed of three parcels of <br />land (two are contiguous). All of these parcels have the ocean <br />as an eastern boundary. The two contiguous parcels, parcels 1 <br />and 2 (see attachment #3)) are currently vacant, as is the land <br />in the Town of Indian River Shores that surrounds them on three <br />sides. The third parcel is the Forman property which was <br />considered for rezoning earlier this year (see location map). <br />This property is vacant with the exception of an abandoned <br />single-family house in dilapidated condition. To the west of <br />the property, across S.R. A -1-A, is the Park Shores condominium <br />54 <br />
