A field inspection conducted on October 10, 1983, by the Public <br />Works Division staff resulted in the following deficiencies: <br />1) Street name signs and speed limit signs are not installed. <br />2) Grassing has not germinated in some areas. <br />3) The a-sphalt along the edge of pavement of Sand Dollar <br />Way is deteriorating. <br />ALTERNATIVES AND ANALYSIS <br />Since trees are, in some cases, as close as 2 feet from the <br />edge of pavement, a safety hazard may exist. Also, the County <br />Attorney's office has indicated that if roadway pavement is on <br />private property, as easement or additional right-of-way should <br />be conveyed by the property owner to the Seagrove Property Owners <br />Assoc. so that roadway pavement can be maintained. The following <br />alternatives are presented: <br />Alternative No. 1 <br />Deny the release of the "Letter of Credit" until the following <br />action is taken <br />1) All trees relocated to a point 5' beyond the edge of <br />pavement. <br />2) Relocate the roadway or expand the right-of-way limits <br />so that the road pavement is no less than 5' from the <br />right-of-way line . <br />This may be accomplished by dedication of additional <br />right-of-way to the Property Owners Association.. <br />3) Install street signs and post speed limit signs or post <br />a cash bond for the performance of this work. <br />4) Post cash performance bond for grassing of areas where <br />seeding has not germinated. <br />5) Repair edge of pavement on Sand Dollar Way where asphalt <br />has failed. <br />Alternative No. 2 <br />Approve release of the "Letter of Credit" and grant the developer <br />a variance for the above discrepancies. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be approved thereby <br />denying the release of the "Letter of Credit" until the discrepancy <br />items are resolved. <br />Public Works Director Jim Davis recommended that as a <br />result of the discrepancies and the items yet to be <br />completed in the project, the developer be allowed to post a <br />$2,000 performance bond to correct those items, at an <br />estimated cost of $1,175. <br />The performance bond would be <br />27 <br />UAT 19 1983 <br />5 rack 1,0 7 <br />
