r OCT 19 193 <br />1 <br />.55 PAC1 <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Scurlock, that the <br />Board approve the transfer of the Building <br />Department employee retirement plan from the <br />City of Vero Beach to the County system which <br />is the State Retirement Plan, and that $30,000 <br />be made available from that department's <br />enterprise fund. <br />Under discussion, Administrator Wright stated that he <br />could not foresee any similar situations, as far as setting <br />a negative precedent, that would be inconsistent with what <br />the County has done in the past. <br />Mr. Nason explained that these enterprise funds have <br />been accumulating over a period of years, so in essence, <br />some of these dollars could very well be City dollars as <br />well as County dollars. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion carried unanimously. <br />SEPTAGE DISPOSAL - EPA TREATMENT FACILITY <br />The Board reviewed the following memo dated 10/12/83: <br />TO: Board of County Commissionser DATE: October 12, 1983 FILE: <br />SUBJECT: SEPTAGE DISPOSAL EPA TREATMENT <br />FACILITY <br />FROM: M.J.PLP4�1_� <br />Olanis, M.P.H. REFERENCES: <br />Director <br />Environmental Health <br />Septage disposal(the product obtained when you pump 'out a septic tank) has been <br />a•problem for years in Florida. Our current system of lagooning at the landfill <br />is going to be phased out by DER in the near future. Because of the emphasis • <br />on groundwater protection and hazardous waste(septage is considered very hazar- <br />dous much more so than sludge from treatment plants)local government is being <br />pressured by the state to develop a method of disposal that treats the product <br />for reduction of bacteria etc and then allows.for the disposal on DER approved <br />land spreading.sites. <br />34 <br />
