Palm Beach County is currently contracted with EPA to provide this service at <br />their Dyer Boulevard landfill.site and they are highly encouraged by the re- <br />sults obtained by the process. (Reduction in hazardous materials is significant <br />as can be seen by the attached back-up). The product can then be spread on the <br />land at approved DER sites. EPA has approved.sites in Indian River County. <br />The County Enviromental Health Department provides another alternative in that <br />we have the authority to approve land spreading of untreated material, something <br />I am reluctant to do and believe will shortly be stopped by DER. <br />The EPA process has another advantage in that the final product has significant <br />fertilizer value and has shown that it may increase grove -production in Palm <br />Beach County. <br />The county utilities department --has agreed that this proposal is consistant- <br />with "state of the art" treatment and have gone on'record as supporting the <br />concept. The Environmental Health department supports the concept because it <br />appears to be a logical and practical approach to a difficult problem and as <br />such can have long range benefit to the public health of the community. <br />Environmental Health Director Mike Galanis explained <br />that there is a very serious problem of dumping septage into <br />a lagoon at the County landfill and that the Dept. of <br />Environmental Regulation is very close to telling us that we <br />can't dispose of it at the landfill. He introduced Mr. Gary <br />Hammond, President of HES Sludge Management Systems, Inc. <br />Mr. Hammond, using an easel chart pack, presented.his firm's <br />process of treatment whereby septage is treated with lime <br />and other chemicals so that it is no longer objectionable or <br />pathogenic and becomes a product that can be applied to <br />citrus groves through irrigation equipment. <br />Mr. Hammond explained that the Project Approach would <br />include: <br />1) Design <br />2) Disposal Site Permitting <br />3) Contract <br />4) Construction of Plant <br />5) Operating the Plant <br />6) Future Planning for Expansion <br />Mr. Hammond distributed copies of the following <br />proposal: <br />35 <br />K 5 MUM <br />
