OCT 1 S <br />1983 <br />PAu 156: r <br />Attorney <br />to begin work on the proposed interlocal <br />agreement <br />and bring it back to this Commission with any corrections or <br />changes he may feel are required. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Scurlock, to <br />authorize the Chairman and the Attorney <br />to proceed as above. <br />Commissioner Scurlock asked whether the Community <br />College was involved in this in any way other than providing <br />the facility. <br />Chairman Bird explained that Dr. Walker will be an <br />employee of the college and he will be somewhat under their <br />control as a staff member, but more under the control of <br />States Attorney Stone. The college will receive the benefit <br />of having Dr. Walker on board for their clinical classes. <br />The Chairman believed the agreement will be between the <br />various counties and the college, and the college will pay <br />Dr. Walker. <br />Commissioner Scurlock felt strongly that the Medical <br />Examiner should work directly for the county and law <br />enforcement, and he did not want the Junior College to have <br />any say-so over him with their control, especially in view <br />of the recent adverse publicity the College has had alleging <br />censorship of their radio station, -etc. Commissioner <br />Scurlock had no problem with using the facility or with the <br />college using some of Dr. Walker's services, but stressed <br />that he wished the doctor to be absolutely under the control <br />of the counties and sheriffs. <br />Commissioner Lyons asked if the crime lab isn't run by <br />the Junior College, and Chairman Bird confirmed that it is <br />in the same building to which the morgue has been added. <br />63 <br />
