If the decision is made not to transfer the department, my <br />immediate plans are to place the operation under Community Ser- <br />vices Director Tommy Thomas and only fill one of the two positions. <br />The other position can be filled if it's needed and only <br />after a thorough analysis of the existing and future needs. <br />At this point, I have no opinion as to whether the depart- <br />ment should be transferred or remain under direct Commission <br />control. There are pros and cons associated with either proposal <br />and I will be providing you with additional information in the <br />near future. <br />Sheriff Dobeck emphasized` that it was not their intent <br />to imply that the Civil Defense office was not doing a job <br />job. They simply had a study done to see if the Civil <br />Defense Department could be incorporated under the Sheriff's <br />Department, and as a result of that study, he recommended <br />that the Civil Defense Department remain with the County. <br />Administrator Wright expressed his preference to <br />incorporate the department into the Community Services <br />Division under Director Thomas, and to proceed immediately <br />to hire a new Civil Defense Director. He reported that they <br />have advertised the position and have received responses <br />from many good applicants. <br />Civil Defense Director Nuzie informed the Board that <br />there are volunteers present who would like to express their <br />feelings about this matter. He asked that the role the <br />Sheriff's Department would play in relation to Civil Defense <br />be clarified. <br />Chairman Bird explained that the Civil Defense <br />Department would stay the same and the Sheriff's Department; <br />would be coordinating and assisting. Civil Defense in the <br />same manner as they have in the past. He stressed that this <br />Commission in no way wants to diminish the efforts of the <br />volunteers, and Sheriff Dobeck agreed. <br />Mr. Nuzie was glad to hear that Sheriff Dobeck would <br />continue to help because without an active law enforcement <br />agency, there could not be civil defense preparedness. <br />47 <br />N O V 2 1983 ea 5�as�3: <br />
