The return on <br />investment was really not a concern because GDU is not <br />asking for any return on investment. Their depreciation <br />schedule was reviewed in detail and found to be in order, <br />and staff has not found any problem with the revenues GDU is <br />requesting. <br />Chairman Bird opened the `floor to public comment and <br />called forward those who had submitted written slips <br />requesting to be heard. <br />Mr. Zambataro swore in Nate Davies of 2079 5th Ct., SE, <br />Vero Shores. Mr. Davies stated that he has been a resident <br />of Vero Shores for approximately 3 years and owns two homes <br />there. He had no complaints about the water quality or the <br />service, which he found excellent, but he wished it made <br />clear that we are talking about two separate subdivisions - <br />Vero Shores, which is 18 years old and 90% developed, and <br />Vero Highlands. Mr. Davies felt Vero Shores has paid for a <br />good deal of the existing system over this period of years <br />and believed that this system could take care of them for <br />the next ten to fifteen years. He urged the Commission to <br />take all the undeveloped property in the Highlands and put <br />it on the new county system and let Vero Shores remain a <br />separate unit. <br />Mr. Zambataro swore in Stanley Opalka, 2139 Sunrise <br />Dr., SW, Vero -Highlands. Mr. Opalka, a seven year resident, <br />stated'that the water is terrible. He wished to know why <br />he should pay for General Development to build new homes and <br />expand their utilities system. He did agree that GDU may <br />need a little raise in rates, but not the increase they are <br />asking for. <br />John B.
