He did not believe they can modify the existing facility to <br />remove the color and some of the other water problems they <br />are having, and they feel it would be cheaper in the long <br />run to construct a water line up Old Dixie to Oslo Road and <br />buy water from us. The alternative would be to construct a <br />new water facility, and cost is the key point. <br />Mr. Fancher reported that they put a hold on design of <br />such a plant because of the negotiations that have been <br />going on with the county for approximately a year. Their <br />analysis shows that it would result in a smaller total <br />revenue requirement if they were to enter into a purchase <br />water agreement. The primary difference is in the cost of <br />money. The county has been able to build their facilities <br />with cheaper cost money - essentially a 5% government grant, <br />which private corporations do not have available. <br />Admin. Wright felt it needs to be pointed out that no <br />matter which route we go, the price of water will be <br />significantly higher. The county process produces extremely <br />good water at a high price. The price will go up because <br />the cost will go up. <br />s_ <br />Commissioner Scurlock had a question about the <br />compatibility of our water with the existing distribution <br />system and the possibility of sediment in the lines because <br />of different pressure in the lines. He wished to know how <br />long it would take to flush out the lines. <br />Mr. Pinto did not think we would see the problems we <br />had in some of the older systems we took over, and he did <br />not feel the water would degrade but that it would slowly <br />improve as their water moved out of the system. <br />Chairman Bird informed those present that he believed <br />the county has an opportunity to provide them with better <br />quality water, but wanted them to be aware that the cost of <br />water will go up. <br />Nov 9 1983 <br />39 <br />sic �a�E 274'. <br />4 <br />
