P. Approval of Contracts for County Attorney/Administrator <br />Commissioner Bowman entered the meeting at 9:15 o'clock <br />A. M. <br />The Board reviewed a draft of the proposed contract. <br />Commissioner Wodtke stated that he did not have an <br />opportunity to get with either the Attorney or the <br />Administrator prior to this meeting and questioned a -few <br />items in the contract: <br />Under Item 2: The negotiation of salaries 60 days in <br />advance of the start of the year, which is August 1st. He <br />felt this would really put the County in a pretty tough <br />position to discuss salary increases with the Administrator <br />and Attorney prior to doing it with the regular membership <br />and before we know what funds are there. Attorney <br />Brandenburg suggested the deletion of "at least 60 days" in <br />the second sentence of Item 2, and add "prior to the <br />beginning of the second year, and any additional years under <br />this contract." <br />2) Under Item 2: <br />"The percentage of increase being <br />not <br />lower than <br />that given to the Commissioners <br />by the State <br />of <br />Florida." <br />Commissioner Wbdtke did not feel <br />this was a <br />good barometer to use in determining salaries for these two <br />key employees, and perhaps other County employees would say <br />that they should have the same percentage of increase. He <br />noted that the salaries the County Commissioners receive are <br />basically statutory as far as population growth. Maybe an <br />increase in population is a good standard to look at, but in <br />some years there may be no raise, while employees might <br />receive a 6%-8o raise, and he did not think that the <br />Commissioners' salaries were intended to be a living wage. <br />Commissioner Scurlock felt he understood it <br />differently, and Administrator Wright felt the intent was to <br />try to get a barometer that gauges the responsibility that <br />35 <br />_ NOV 16 1983 Kitt ES5 wit 2 . <br />
