costly, because of the additional expenses that would have <br />to be borne by the property owners in the event they have to <br />buy the culverts, repave their driveways, etc., and they <br />would like to see the plan revised. <br />Administrator Wright recommended that the matter be <br />taken back to Public Works for consideration of drainage <br />revision and then readvertised for a Public Hearing. <br />Mr. Michael Ellison, 359 8th Avenue S.W., believed the <br />main reason the road has deteriorated is because it has only <br />been graded once since 1977. It is full of holes that are <br />15-20 feet in diameter and hold water. He stated that he <br />has called the Road & Bridge Dept. on the average of once a <br />month during the last year and did not receive any response <br />except that he was told that the street was County owned but <br />was not budgeted for maintenance. <br />Project Manager Michelle Terry advised_ that prior to <br />the development of that area, there was no need to get in <br />there and grade, but she did not know why it is not being <br />graded now. She advised that Public Works Director Davis <br />has indicated that if the Board approved the paving, the <br />Road & Bridge Dept. would go in there and fill in the holes <br />in preparation for paving. <br />Mr. Vandenburg asked if this would affect the grading <br />maintenance in the meantime and Chairman Bird advised that <br />the County has a responsibility to maintain County roads <br />until such time a decision is made to pave.
