Utilities Director Pinto reported that during the <br />finalization of the contracts for the reverse osmosis plant, <br />it was found that Water Services of America, the contractor <br />for the installation of the filters and membranes and all <br />the controls, had exceeded the time allocated in their <br />contract. Their initial bill was some $18,000. The <br />engineer and our staff went through the documentation of the <br />bill, .to qualify the various items, and came up with•a <br />figure of $13,000. The contract spelled out specifically <br />the number of hours that were allowed for startup and also <br />set a per diem cost if the time allowed was exceeded. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, that the <br />Board approve Change Order #2, an increase <br />of $13,614.38, to be paid to Water Services <br />of America, as recommended by staff. <br />Commissioner Wodtke realized that there have been many <br />problems on this project and asked if this delay was due to <br />the problems that they had with the insulation. <br />Utilities Director Terry Pinto explained that they had <br />a removed the items that they spent time on due to faulty <br />equipment. Many items became a judgment call. He felt that <br />they had cut as much as possible under the terms of the <br />contract. In addition, there were problems that came about <br />after the completion of the plant -- they were hit by <br />lightning and had to call in a company on an emergency basis <br />to do those repairs. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion was voted on and carried unanimously. <br />55 <br />NOV 16 1983 rAG.i Al,� <br />
