NOV 16 1993 roc <br />maybe more people will get excited about the fact that there <br />is land out there that we own and are being deprived of <br />using. <br />Chairman Bird thanked Mr. Scent and assured him that <br />the Board will consider the parcels on a case by case basis. <br />DISCUSSION REGARDING HANDICAPPED PARKING & BUILDING <br />VIOLATIONS <br />Mr. Alexander M. Smith addressed the Board from his <br />wheelchair in back of the chambers in regard to numerous <br />violations in regard to handicapped parking and building <br />requirements. He felt that the knowledge of handicapped <br />parking requirements by County employees is nil, as he has <br />called many timea and they finally sent out some literature <br />on handicapped requirements. <br />Mr. Smith cited the following situations: <br />1) City Bank at U.S. #1 and 12th Street does not have <br />a wheelchair ramp. <br />2) Morrison's restroom facilities cannot accommodate a <br />wheelchair. <br />3) The Donut Shoppe has changed their handicapped <br />parking signs. Handicapped parking is not to be <br />in a traffic area. <br />He also cited the County for a violation of the handi- <br />capped requirements in this.Administration Building in that <br />the outer doors to the part of the building containing the <br />Commission Chambers are too narrow and two doors need to be <br />opened to allow a wheelchair to pass through. That is a <br />fire hazard. In addition, there are no proper signs at"the <br />Indian River Memorial Hospital and the Medical Center on <br />37th Street. <br />Mr. Smith explained that his specialized van with a <br />wheelchair lift requires almost two full 10 -ft parking <br />spaces to allow him to get in and out.
