handicapped people using a specialized van cannot park at <br />K -Mart, Morrisons, etc. and suggested that some large <br />parking spaces be provided for people using specialized vans <br />and that they be designated for "wheelchaired handicapped <br />only." <br />Building Director Rymer stated that her staff is <br />knowledgeable in regard to handicapped laws: the laws are <br />applied and followed to the letter; and they call the Dept. <br />of Community Affairs for interpretation of Florida Statute <br />whenever there is some question. <br />Evidently, the 12 -ft. handicapped parking spaces are not <br />wide enough to accommodate a van with a wheelchair lift and <br />she doubted whether the Legislature had taken that under <br />consideration. She confirmed that the normal parking space <br />is 10 feet wide. <br />Director Rymer continued that handicapped signs are <br />furnished free by the D.O.T. in Ft. Pierce, and she has been <br />told that a ticket cannot be issued on illegal handicapped <br />parking if a sign is not posted. This is true of all <br />parking spaces that just have pavement markings. <br />Director Rymer explained that a building under <br />construction or already built when the law went into effect <br />in 1974 is not required to meet the current guidelines. <br />However, efforts have been made in public buildings <br />constructed after that date to provide easier access to the <br />handicapped, such as the new ramp at the Vero Beach City <br />Hall. The Donut Shoppe apparently was renovated prior to <br />the law going into effect and the law was not retroactive. <br />Director Rymer reported that she had contacted the <br />people at the bank and was assured that they are in the <br />process of selecting a contractor to construct a wheelchair <br />ramp in the very near future. <br />Chairman Bird reported that the architects for the <br />Administration Building had tried to address all the <br />65 <br />NOV 16 1993 <br />6Q8K Q";5 <br />
