DEC 7 1933 SASE <br />Director Davis explained to the Commission the <br />complicated situations involved with drainage in this area. <br />The Chairman opened the Public Hearing and asked if <br />anyone wished to be heard. <br />Carl Johnson, Director of Vero Lakes Estates Property <br />Owners Association Inc., expressed the Association's strong <br />objections to a survey for which they would have to pay. <br />Mr. Johnson believed if the swales and easements in back of <br />their property were cleared by the County, the water <br />disposal problem would be much improved. He further stated <br />that the residents of this area do not envision a great <br />amount of building within a short amount of time, and feel <br />if a survey was made sometime within the next five years, <br />they will not have lost anything. <br />Mr. Johnson felt that the road maintenance program is <br />much improved since the homeowners formed their association. <br />Administrator WRight noted that the County has put in <br />an extraordinary effort to maintain this area, and he did <br />not believe it could be continued at that level. - <br />Commissioner Scurlock explained that what the <br />Commission is trying to do is find a source of revenue for <br />planning for the future so that adequate drainage can be <br />provided in the next five years. <br />Commissioner Lyons asked if those present had any <br />opportunity to.look at the proposed ordinance and study it <br />in detail, and -Mr. Johnson commented that they -had <br />understood that they were talking about $50.00 a year per <br />parcel. $5.00 a year is something very different. <br />Commissioner Scurlock suggested that we go ahead today <br />and adopt the ordinance, conduct workshops, and then if <br />people do not want the improvements and are happy with the <br />service as it stands, we just won't levy any taxes. <br />Attorney Chester Clem, representing four corporations <br />owning between 4,000 and 5,000 lots in Vero Lakes Estates, <br />52 <br />
