Edward Regan, Executive Director of the Indian River <br />County Housing Authority, reviewed the following memo: <br />TO: The Board of County DATE: December 6, 1983 FILE: <br />Commissioners <br />��q3©31 1 34s <br />SUBJECT: Commissioners' Approval of <br />1 C, r ct� <br />g % kf7l CDBG and Jobs Impact Program <br />La <br />Applications at the <br />December 15, 1983 Public Meeting <br />FROM: Edward J. ega REFERENCES: <br />_Executive Director <br />IRC Housing Authority <br />The purpose of the public meeting is to seek approval from <br />the County Commissioners to submit two (2) applications under the <br />Florida Small Cities Community Development Block Grant Program Act, <br />Chapter 83-205 Laws of Florida, based on Title 1 of the Housing and <br />Community Development Act of 1974 as amended. These grants provide <br />the means to develop, preserve, redevelop and revitalize communities <br />exhibiting signs of decline or distress. The overall objective is <br />to create viable communities by providing decent housing and suitable <br />living environment and expanding economic opportunities, principally <br />for persons of low and moderate income. <br />There are three (3) program categories: Housing, Neighborhood <br />and Commercial Revitalization and Economic Development. All applica- <br />tions are scored and ranked competitively based on community needs <br />(400 points) program impact (500 points) and outstanding performance <br />in equal opportunity employment and housing (100 points). <br />The grant ceilings are a maximum of $750,000 down to a minimum <br />of $300,000 and applications are scored on completion and reasonable- <br />ness of cost. Submission, deadlines are December 16, 1983 for any <br />application under the Jobs Impact Program and December 21, 1983 for <br />application under the regular CDBG program. All activities are to be <br />carried out in distinct target areas where conditions of slums or <br />blight exist and where there is a concentration of low/moderate income <br />persons. <br />In determining programs for submission, the Community Advisory <br />Committee, chaired by Commissioner Lyons, provided excellent input <br />concerning the areas of need to be addressed. The decision was made <br />to submit two applications: <br />Geoffrey Subdivision, Vero Beach, F1. under the Jobs Impact <br />Program Housing Category where our ranking competitively is due to the <br />high unemployment in the County. <br />3 660K <br />DEC 15 198 <br />3 5 ray; <br />
