DEC 21 1983 <br />gives the County the authority to set up special assessments <br />and issue bonds on them. It specifically provides for the <br />issue of bonds to be repaid solely from the special assess- <br />ment funds generated or from other non ad valorem funds, <br />which the County might pledge. The ordinance also provides <br />I <br />for a means of bonding off the special assessment liens so <br />that the property can then be conveyed free of that lien <br />The ordinance can be used by the Commission without the <br />necessity of a referendum or a petition having been first <br />filed. It is more or less a voluntary type special <br />assessment ordinance. <br />Vice Chairman Scurlock felt that the proposed ordinance <br />was an excellent one which would provide the County with a <br />vehicle to fund future development and needed improvements <br />in cooperation with the business community. <br />Commissioner Lyons wished to know if this ordinance <br />could be used to provide street lighting in isolated areas, <br />and Attorney Paull confirmed that it could, noting that the <br />first two "whereas" clauses cover just about any conceivable <br />improvement the Board would like to construct in a given <br />neighborhood. <br />Commissioner Wodtke suggested the the Ordinance include <br />street lighting and that off-street parking, parking garages <br />and mass transportation be deleted. <br />Vice Chairman Scurlock opened the Public Hearing and <br />asked if anyone wished to be heard in this matter. <br />Samuel Block, Attorney, considered this an excellent <br />ordinance which will allow developers to work hand in hand <br />with the County to provide services that are needed in this <br />County and urged the Board to adopt the ordinance. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Bowman, the <br />Board unanimously closed the Public Hearing. <br />20 <br />WK 55 PA USS <br />i <br />
