DEC 21 -1983 55 rAC. 9 <br />Commissioner Wodtke asked if this applies only to real <br />property, and Attorney Paull explained that the nature of <br />the improvements limits it to the use of real property; he <br />could not conceive of any situation that would affect <br />intangible property. <br />Commissioner Lyons compared this program to the <br />petition paving program where we simply set up an assessment <br />roll based on the criteria of the situation, and Attorney <br />Paul advised that it would come to the Board for specific <br />findings as to whether it is the best way to do it. <br />ON MOTION MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bowman, the Board <br />unanimously adopted Ordinance 83-46 providing <br />for the acquisition and construction of certain <br />local improvements in Indian River County; <br />and authorizing the issuance of revenue bonds <br />by Indian River County to, finance the cost <br />thereof, payable from special assessments levied <br />against property specifically benefited by such <br />improvements, and, at the option of the County, <br />from other legally available non ad valorem funds; <br />and providing an effective date; with the <br />following changes: that street lighting be <br />included, and off-street parking, parking garages, <br />and mass transportation be deleted. <br />21 <br />
