-DEC 211983 BwK 55 PnE- <br />the proposed new plant, to handle all the developed land in <br />that area, and, therefore, the County is going to be faced <br />with how to provide service for 12 units an acre when, in <br />fact, we do not have capacity for 3 units per acre. He felt <br />the bottom line is that the Moorings and a few other <br />individuals down there are going to have to expand that <br />plant as needed in order to continue to develop. <br />Director Keating explained that construction has not <br />begun on the 12 units and if the extension is denied, the <br />developer will either have to bring in a new site plan or <br />start to build during the two months remaining on the <br />one-year extension. <br />Charles Garris, Attorney representing Cotton <br />Properties, Inc., felt that a further extension in this <br />particular project would not seta precedent. He went into <br />considerable detail about the problems they encountered <br />because of a 35' height limitation which resulted in them <br />having to ask for a one-year extension at the end of 1982, <br />And how, after receiving the extension, they moved forward <br />on the project-, but then ran into problems with the <br />financial institutions which, because of the state of the <br />economy, required that they have 6 pre -sold units before <br />commencing construction. They have sold only three units to <br />date and would like this 90-120 day extension in order to <br />attract prospective buyers from the winter visitors. <br />Attorney Garris realized that if the extension is <br />denied today, they still have the right to initiate <br />construction, but pointed out that it will be difficult to <br />do that before the -.site plan expiration date of February <br />25th because of the length of time it would take to obtain a <br />building permit for a project of this size, to put the <br />pilings down, to put in the footers, etc. In addition, if <br />they cannot meet the January 25th deadline, they will have a <br />problem with the Comprehensive Land Use Plan and will have <br />39 <br />
