DEC 211983 aeoIK 55 PA100-5 <br />Future Land Use Pattern <br />The subject property, and the land immediately east, west, and <br />south of it, are designated as MXD, Mixed -Use District (up to 3 <br />units/acre). The land north and southeast of the subject <br />property is designated as LD -1, Low -Density Residential 1 (up to <br />3 units/acre). The MXD designation allows residential, <br />commercial, and industrial uses where such development will be <br />conducive to the dominant land uses of the area, and appropriate <br />transition areas and buffers can be provided. The land east of <br />the subject property is zoned C-1. The land west of the subject <br />property is also zoned C-1 and is also being considered for <br />rezoning to C-2. Sufficient transition areas and buffers are <br />available to provide buffers for surrounding lands. <br />Roads/Traffic <br />This property has direct access to Oslo Road which is classified <br />as an arterial street on the Thoroughfare Plan. It is estimated <br />that a small amount of additional traffic would be generated as <br />a result of rezoning this property. Oslo Road currently <br />provides level -of -service "A" for traffic in this area. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood prone area. <br />Utilities <br />The subject property is not currently served by County water nor <br />wastewater facilities. However, the County does have plans to <br />extend water service to this area in the near future. <br />RECOMMENDATION <br />Based on the above analysis, including the existing land use.of <br />the subject property and the surrounding area, and the Planning <br />and Zoning Commission's recommendation,`'staff recommends <br />approval. <br />Mr. Shearer reported that a letter had been received <br />from adjacent property owners, Stanley and Lisa Tippin, in <br />support of the rezoning request, and the Planning and Zoning <br />Commission voted 3 to 0 in favor of granting the rezoning, <br />with John Tippin abstaining. <br />Vice Chairman Scurlock asked if anyone present wished <br />to be heard. There were none. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously (3-0) <br />adopted Ordinance 83-47 rezoning the subject <br />property to C-2 as requested by Ralph Schaaf. <br />5 <br />
