However, the MXD land use designation also <br />identifies areas which have traditionally had a broad mixture <br />of land uses which makes it very difficult to provide appropri- <br />ate transition areas between different types of land uses. <br />Most of the land uses on the subject property do not conform to <br />the existing C-1 zoning regulations. These nonconforming uses <br />should be located in the Heavy Commercial District or an <br />industrial zoning district to be in conformance with the <br />County's zoning Ordinance. However, industrial zoning dis- <br />tricts would allow intensive land uses which would not be <br />compatible with the existing land uses in this area. In order <br />to bring -.these nonconforming uses into conformance with <br />the zoning ordinance and to encourage redevelopment in this MXD <br />area which is compatible with these existing uses, a rezoning <br />to C-2 seems appropriate. <br />ROADS/TRAFFIC <br />The subject property has direct access to Oslo Road which is <br />classified as an arterial street on the Thoroughfare Plan. The <br />types of commercial activities allowed in the C-2 zoning <br />district would generate an amount of traffic similar to or less <br />than the amount generated by the commercial activities allowed <br />in a C-1 district. Oslo Road currently carries traffic at <br />level -of -service "A"'in this area, and no capacity problems are <br />anticipated as a result of this proposed rezoning. <br />ENVIRONMENT <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood prone area. <br />UTILITIES <br />The subject property is not currently served by County water <br />nor wastewater facilities. The County does have plans to <br />extend water to this area in the near future. <br />RECOMMENDATION <br />Based on the above analysis, including the nonconforming use <br />status of most of the land uses in the subject property and the <br />Planning and Zoning Commission's recommendation, staff recom- <br />mends the subject property be rezoned to C-2, Heavy_ Commercial <br />District. <br />The Vice Chairman asked if anyone present wished to be <br />heard. There were -none. <br />Some discussion ensued regarding calling C-2 Heavy <br />Commercial which Commissioner Bowman felt gives a bad <br />connotation, and Commissioner Lyons suggested that possibly <br />outside storage should be a special exception instead of an <br />accessory use. <br />
