Davis, P.E.; .•#-j <br />Public Works Director <br />FROM: Robert Keating; REFERENCES: Letters from Various Property <br />Planning and Development Director Owners along.Indian River Blvc <br />and 12th Street <br />DESCRIPTION AND CONDITIONS <br />A meeting was held on November 28, 1983, with owners of property <br />along the southerly extension of Indian River Boulevard. At this <br />time, County staff requested the donation of right-of-way,along <br />the Boulevard and 12th Street. It was the concensus of the owners <br />that donation would be provided if acreage credit was allowed for <br />the area being donated at the time that future development plans <br />were submitted. <br />ALTERNATIVES AND ANALYSIS <br />Alternative # 1 - To allow acreage credit for right-of-w4y donated <br />prior to site plan/subdivision submission, an amendment to the <br />current zoning code would be recommended. This amendment could <br />grant the Board of County Commissioner the authority to allow the <br />acreage credit along the Thoroughfare Plan Arterial and Collector <br />right-of-ways, on a individual basis. <br />Alternative # 2 - Deny acreage credit. This alternative would <br />result in the County requesting right-of-way donation with "no <br />conditions" applicable. If property owners did not elect to donate, <br />right-of-way would be acquired by negotiation or condemnation, <br />unless the project was abandoned or delayed until donation was <br />agreed. <br />r <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that the County staff be authorized to develop <br />the zoning code amendment to allow acreage credit. <br />Administrator Wright explained the density credit <br />allowance and staff's recommendation that the Board <br />authorize the transfer of density. This matter is on the <br />Agenda today in order to get some direction from the Board. <br />Public Works Director Davis reported that they are <br />going to look at 150 feet of right-of-way. From the <br />existing south terminus of the right-of-way of Indian River <br />Boulevard to 4th Street there is approximately 24 acres, <br />which would add 240 units because there is a density of 10 <br />units per acre in that area. <br />F <br />L-.___, a .A ._ <br />37 <br />FOOK MCI�'��l <br />J <br />
