JAIV A 1984 <br />Mi <br />RECOMMENDATION <br />.55 PnE 795 <br />During the Planning and Zoning Commission meeting of November <br />10, 1983, the Commission voted to deny the applicant's request <br />to have this property rezoned for those reasons cited in the <br />description and conditions section of this memorandum. It is <br />the staff's opinion that these are valid reasons. It is the <br />staff's recommendation that the Board of County Commissioners <br />give due consideration to the Planning and .Zoning Commission's <br />recommendation as well as the information provided by this <br />memorandum. <br />Chairman Scurlock announced the procedure to be <br />followed, and Property Appraiser David Nolte asked if it <br />would be proper for him to represent Mrs. Sanders and make a <br />few opening remarks. The Chairman hadno, problem with this. <br />Mr. Nolte informed the Board that the applicant, <br />Christine Sanders, came to work for the Property Appraiser's <br />office in 1973 and has risen to the position of Manager of <br />the Appraiser's data processing department. He noted that <br />Mrs. Sanders wishes to have this land rezoned in order to <br />build good quality rental units and improve her property. <br />Mr. Nolte pointed out that staff's memo states that <br />"Redevelopment of the subject property in duplexes would <br />provide a good transition buffer and would improve the area <br />with new construction." It further` states that the <br />Comprehensive Plan encourages redevelopment in MXD areas; <br />therefore, Mr. Nolte believed that staff's memo clearly <br />indicates that Mrs. Sanders application is in order and is <br />in the best interests of the land owners and the County. He <br />further noted that staff in their memo to the Planning & <br />Zoning Commission, dated October 25, 1983, recommended <br />approval of the requested rezoning. <br />Commissioner Lyons had a question as to how this became <br />a "County initiated" request. <br />Principal Planner Richard Shearer explained that the <br />applicant's original request was to rezone just her two <br />lots, but she was informed that would be considered spot <br />zoning, and if she could come up with a larger size area for <br />rezoning, there would be more likelihood of receiving <br />52 <br />
