approval. Mrs. Sanders did contact all the property owners <br />in Blocks 2 and 4 of Lord Calvert Estates Subdivision, and <br />they gave her permission to apply for the rezoning. Since <br />she did not have title and warranty deed to all the other <br />properties,_.however, to make the application legal, it was <br />County initiated. Staff felt a request to go to R -2B was a <br />reasonable one. Planner Shearer continued that a letter has <br />been received from surrounding property owner Zelma Jenkins <br />in favor of the rezoning, and phone calls in support of the <br />proposed rezoning have been received from Mrs. Mentoria Ross <br />and Ms. Bertha Sanders. <br />Planner Shearer then displayed slides showing the three <br />duplexes currently located on the subject property immedi- <br />ately south of the lots owned by Mrs. Sanders, as well as <br />slides of existing four-plex apartments, and reviewed the <br />existing land use pattern and the surrounding uses in <br />detail. He noted that staff looked at the proposed rezoning <br />as a nice transition from 14 units per acre on the east to 6 <br />units to the west. They also looked at the existing uses <br />with three duplexes in the area and 3 single family homes <br />and pointed out that R -2B would not preclude anyone from <br />having a single family house. At the Planning & Zoning <br />Commission meeting, however, there were a considerable <br />number of people with concerns about the rezoning, and the <br />Planning & Zoning Commission voted to recommend denial of <br />the rezoning. <br />Commissioner Bird questioned whether the size of the <br />lots would have any effect on them being buildable for <br />single family, and Mr. Shearer explained that these lots, <br />which are 50' wide x 120' deep, are non -conforming lots of <br />record and it is possible to build a single family residence <br />on them; although, it might be necessary to get a variance <br />on side yard setbacks. <br />53 <br />JAN 4 1984 ��� 55 nkv 796 <br />
