ROK 55 raF 7,97 <br />Commissioner Bird expressed concern that staff's memo <br />to the Planning & Zoning Commission recommended approval, <br />but their present memo to the Board seems to hedge a bit. <br />He emphasized that he relies on staff for their professional <br />opinion and hoped they would look at every situation <br />strictly from a planning perspective and stand by their <br />position unless something comes to light which really <br />changes the situation. Commissioner Lyons concurred. <br />Administrator Wright stated that what staff is trying <br />to do is give the Commission their professional.opinion but <br />also make them aware of the fact that the Planning & Zoning <br />Commission did not necessarily agree with it; they are just <br />saying this is some more information the Board should <br />consider. <br />Further discussion ensued as to the fact that the two <br />lots owned by Mrs. Sanders are contiguous to the three <br />existing duplexes and that she apparently was informed that <br />rezoning of her two lots alone would constitute spot zoning. <br />Planner Shearer explained that the Planning staff told <br />Mrs. Sanders she had a very slim chance of getting just her <br />two lots rezoned, but if she could get all the property <br />owners together, staff would feel more comfortable with that <br />type request. He noted that staff gives the applicant their <br />feeling about their chances; they will accept any applica- <br />tion, but do try to discourage some. <br />Mrs. Sanders informed the Board that she also asked the <br />Zoning Commission if there was any way she could obtain a <br />variance in order to build duplexes on her two lots, and <br />they told her there was no way. She emphasized that if she <br />could just have her prgperty changed, she would be <br />satisfied, but noted that everyone she did contact in these - <br />blocks was in favor of the rezoning. <br />Chairman Scurlock asked if anyone present wished to be <br />heard. <br />54 <br />- M M <br />
