Intervener White first wished to submit for the record, <br />as Intervener's Exhibit #1, an accounting report by the firm <br />of Stone, Marshall & Discenza, CPA, Syracuse, New York, <br />dated February 15, 1983, which is a statement of the <br />financial position of Hutchinson Utilities, Inc., as of <br />December 31, 1982. <br />(ALL EXHIBITS SUBMITTED WILL BE PLACED ON FILE IN THE <br />OFFICE OF THE CLERK) <br />Attorney White specifically called attention to the 4th page <br />of the above report, which indicates that Hutchinson Utili- <br />tiea had revenues of $224,000 and costs and expenses of <br />$213,000. The costs and expenses for plant operation, which <br />include maintenance, utilities, and supplies, add up to a <br />total of $31,000. General and administrative expenses <br />however, are shown as $181,582, and this includes executive <br />salaries of $64,344, which Mr. White felt is very out of <br />line for a small utility plant. In addition, there is an <br />item showing entertainment, business promotions and conven- <br />tions amounting to $8,931, which he seriously questioned, as <br />well as insurance amounting to $10,850, part of which was on <br />.the lives of the three principals. He did not see how that <br />applies to property used and useful. <br />Intervener White then called William Duynslager of <br />Greeley and Hansen, Tampa, Florida, consulting engineer, to <br />review the rates and talk about the cost of building a <br />plant. Court Reporter Dennis Zambataro swore in Mr. <br />Duynslager. <br />Mr. Duynslager gave the Board his qualifications, <br />stating that he is a professional engineer with a <br />considerable background as a utility director in various <br />Florida counties.
