Listening to <br />two -experts give 1800 opinions makes it very difficult. <br />Chairman Scurlock pointed out that the Commission chose <br />to retain the decision-making process rather than convey <br />this over to the Public Service Commission because of what <br />it would cost a small utility to go through the process to <br />get a rate increase approved. He did agree that it is very <br />difficult for a lay Commission to address all these <br />accounting and technical questions. <br />Commissioner Wodtke noted that Mid Florida Utilities <br />did appeal to the Circuit Court, and in their defense, they <br />substantiated it cost them $42,000 to bring their case to <br />the Commission. He also felt if some compromise could be <br />reached, it would benefit all as hopefully we are all trying <br />to reach the same position. Commissioner Wodtke stated that <br />he was going to have to lean very heavily on our staff to <br />help reach a decision. <br />Attorney Micale and Mr. Aiello agreed they will try to <br />pursue this, but noted that they have already formally <br />submitted plans and working drawings of a proposed plant. <br />They would like to have the Property Owners Association <br />submit the same instead of just saying they can make it work <br />on the present site. Mr. Aiello emphasized he has no <br />problem with trying to work this out, but they need <br />something tangible to work with. <br />Intervener White noted that their Property Owners <br />Association has a budget for the year of about $35,000 and <br />they had to scrimp to hire the experts which they have.
